WINTER REMINDERS:

NO ROADSIDE PARKING during winter weather

   The Town of Spafford has a ban on parking on the town roads during the winter months (Local Law 1-1986). We are concerned with keeping these roads clear and passable.  If you choose to ignore this request, the Sheriff's Department will be notified and you will be issued a parking ticket.  If you continue to park on these roads, we will contact the Sheriff's Department again, and have your vehicle towed and impounded.  There will be an accompanying fine.

   With your cooperation, we can avoid these measures.  If you have an unusual circumstance, and feel you cannot comply with this request, please contact the Highway Superintendent at 315-730-6747 or 315-673-3906 to discuss your situation.


Plowing or Shoveling Snow into the Road is ILLEGAL

NYS VEHICLE and TRAFFIC LAW Chapter 71, Title 7, Article 33, Section 1219  Putting glass or other injurious substances on highway prohibited.

(a) No person shall throw or deposit upon any highway any glass bottle, glass, nails, tacks, wire, cans, SNOW or any other substance likely to injure any person, animal or vehicle upon such highway.

(b) Any person who drops, or permits to be dropped or thrown, upon any highway any destructive or injurious material or any material which interferes with the unsafe use of the highway shall immediately remove the same or cause it to be removed.

(c) Any person removing a wrecked or damaged vehicle from a highway shall remove any glass or other injurious substance dropped upon the highway from such vehicle.

NOTICE OF ENACTMENT OF LOCAL LAW

WHEREAS notice of public hearing was duly given and said hearing duly held on the 9th day of October, 2025 to consider the enactment of a Local Law titled, “A Local Law to Provide for the Codification of the Local Laws, Ordinances and Certain Resolutions of the Town of Spafford into a Municipal Code to be Designated the ‘Code of the Town of Spafford’.” described below;


NOW, THEREFORE, PLEASE TAKE NOTICE that, after due consideration and deliberation, the Town Board of the Town of Spafford duly  enacted said local law on the 9th day of October, 2025, and said Local Law and the Code adopted thereby shall be in full force and effect as provided by law upon the filing of a copy of this Local Law with the Secretary of State. The Local Law enacted is entitled and described as follows:

Local Law No. 6-2025 titled, “A Local Law to Provide for the Codification of the Local Laws, Ordinances and Certain Resolutions of the Town of Spafford into a Municipal Code to be Designated the ‘Code of the Town of Spafford’.” Said Local Law:

  1. Provides that the local law will be included in the Code as Chapter 1, Article I.

  2. Provides for the designation of the local laws, ordinances and certain resolutions of the Town of Spafford as the “Code of the Town of Spafford.”

  3. Retains the meaning and intent of previously adopted legislation.

  4. Provides for the filing of a copy of the Code in the Town Clerk's office.

  5. Prescribes the manner in which amendments and new legislation are to be incorporated into the Code.

  6. Provides for notice of enactment and legal publication requirements.

  7. Establishes severability provisions with respect to the Code generally.

  8. Repeals local laws and ordinances of a general and permanent nature not included in the Code, except as provided.

  9. Saves from repeal certain local laws and ordinances and designates certain matters not affected by repeal.

  10. Provides for certain changes in or additions to the Code.

  11. Provides for interpretation of titles, headings and editor’s notes.

  12. Prohibits tampering with Code books, with offenses punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.

NOTICE IS FURTHER GIVEN that the full text of said Local Law is on file at the Town Clerk’s Office at the Town Hall located at 1984 State Route 174, Skaneateles, New York for inspection by all interested persons.

              Residents of Spafford are welcomed with "Scott resident" status; which means there is no fee.



The Town of Spafford regulates short term rental of your home.  Annual registration with the Codes Office is required.  Details and the application are available on the Building & Codes page

Spafford and 911

When you have an emergency and dial 911 in the Town of Spafford, your call is received by Onondaga County Emergency Communications Center in Onondaga Hill. They will route your call to the appropriate dispatch center. In the case of fire and medical related emergencies, Onondaga Fire Control dispatch then notifies via pager, cell phone text and siren the Borodino and Spafford Fire Departments. Our volunteers get the call and respond to their respective fire stations. These people then respond to your residence with the equipment appropriate to the nature of your emergency. In the case of medical issues, an ambulance is also simultaneously dispatched to your location. These respond from Skaneateles (SAVES), or Marcellus (MAVES). Having enough volunteers is critical in keeping this system functioning smoothly. Please consider joining the fire department!


Reflective House Number Signs

Red, green, or blue signs with reflective house numbers are available for $12; (hardware is available for additional $3). The numbers are reflective and help first responders find your residence quickly. See the town clerk or a fire fighter to get one.


Recycling and waste transfer (updated 2025)

On Wednesdays and Saturdays you can bring your trash and recycles to the transfer station on Stanton Road. There is an annual charge for use of the transfer station. The fee is $60 and is payable to the Town Clerk. The access permit is valid through January 31st, regardless of date of purchase. Blue bins for recyclable items are available at the Town Hall.

Electronics, hazardous materials, yard waste and construction/demolition debris are not accepted. 

Disposal of items with Freon or other coolant require an additional $10 fee prior to drop off.

Each permit holder may drop off a total of eight (8) tires each year on specified days.

Disposal of any mattress requires an additional $25 fee prior to drop off.

Scrap metal is accepted on a schedule which is available, along with the full list rules, on the Town’s website and at the Town Hall.


Hunting and fishing

NYS Dept of Environmental Conservation hunting and fishing licenses are available from the Town Clerk’s office.


Dog Control and Licensing

NYS requires all dogs be licensed by the municipality in which they reside. Dog license fees in Spafford are $7.50 for spayed/neutered dogs; $15.00 for unspayed/unneutered dogs. Senior citizens receive a 50% discount on dog license fees. The Dog Control Officer does not handle cats or wildlife concerns. There is no leash law in Spafford. There is a Nuisance Dog Law, the text of which can be found on the Town’s website.

The Town’s Zoning Code and Sub Division Regulations are posted on the Town’s website.

Permits are required for construction and/or demolition activity within the Town.

Commercial use (to launch barges or boats for shoreline work) requires an Operating Permit.

Short term (temporary) rental properties are required to register annually with the Codes Office.


School districts serving the township

Skaneateles Central School District, Marcellus Central School District, Homer Central School District, Tully Central School District


Swimming and boat launch  - NOTE: There are no amenities at these locations.

SKANEATELES LAKE ACCESS: Borodino Landing is found at the end of Bockes Road. The width of the public area is limited to the road width; the properties on either side are privately owned.

The public area is available for swimming and fishing. Commercial use by contractors for work on land or water on Skaneateles Lake and its watershed is regulated by the Town and requires an Operating Permit.

OTISCO LAKE ACCESS: Otisco Lake Causeway, at the intersection of West Valley Road and Churchill Road, is owned by Onondaga County Water Authority. The NYS Dept. of Environmental Conservation has a boat launch just south of the Causeway with parking for fourteen (14) vehicles.

Cemeteries & grave plots

There are three (3) active cemeteries in Town: Borodino Cemetery on East Lake Rd; Spafford Cemetery on Cold Brook Rd (between St. Rte 41 and Willowdale Rd) and Cold Brook Valley Cemetery on Cold Brook Rd near Allen Gay Rd. Plots may be purchased through the Town Clerk’s office. Each plot is 4’ x 10’ and accommodates one casket or two cremations.

Bid envelope must have the project name, bid date, and bid time on the envelope.


Bids must be made in writing on the forms furnished and shall be accompanied by a bid guaranty for an  amount not less than five percent (5%) of the amount bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds and provide insurance in accordance

with the Instructions to Bidders.


All Bids to be accompanied by a Non-Collusion Statement to be considered. The Town of Spafford is an equal opportunity / affirmative action employer.


There is no DBE goal for this project. The SDVOB goal for this project is 6%. The MBE and WBE goals are 7% and 10% respectively.


The Town of Spafford is exempt under Section 1116 of the New York State Taz Law, and therefore, no sales tax shall be included in the bid.
